XIII All-Russian Reinsurance Conference was held on 24-25 March 2009 in Moscow

Reinsurance in Russia: Guidelines for Today and Tomorrow

The conference is organized by the All-Russian Insurance Association (ARIA).

The Conference gathered more than 450 participants from 147 companies of which 43 ones represented foreign countries: Azerbaijan, Bahrain, Belarus, Czech Republic, France, Germany, Kazakhstan, Malaysia, Poland, Somalia, Sweden, Switzerland, Tajikistan, Ukraine, United States, United Kingdom, and Uzbekistan, and, also, representatives of more than 20 editions.

In view of the positive response of participants of the last year's conference, the Steering Committee decided that the XIII Conference should be primarily a working event, too, so that it becomes a venue for discussion of the most complicated matters with which both Russian reinsurers and foreign partners interacting with them confront in their everyday business practice.

A speech welcoming the participants of the XIII All-Russian Reinsurance Conference on behalf of the All-Russian Insurance Association was given by the ARIA Representative Edward Grebenshikov.

The results of the insurance business development and the 2009 objectives were reviewed by Vasily Olimpiev, Head of Insurance Business Regulation Unit of the Financial Policy Department of the RF Ministry of Finance.

The plenary session was focused on the discussion of the following matters:

Is life possible during the crisis and, if yes, what kind of life? An optimistic and a pessimistic view. Or, what is the purpose of difficult times?
The impact of the financial crisis on the international reinsurance market
Somalia's new proposals for the organization of safe shipping
New insurance products. Opportunities and limitations from the international reinsurer's perspective
Competitiveness of the Russian reinsurance on the international reinsurance market
Development of Russian reinsurance: Changing benchmarks
Survey of trends on the reinsurance market in Russia and their impact on credit ratings
Private arbitration as a method of resolution of the reinsurance conflict
Anti-crisis legislative measures. Prospects of the financial and banking sectors
Cooperation prospects in insurance and reinsurance between Ukraine and Russia
Ex-USSR countries as a reinsurance area (opportunities, limitations, and prospects)
Reinsurance trends on emerging markets

On the progress of the TACIS reinsurance project in Russia

In the course of concurrent sessions their participants exchanged views and practical approaches to dealing with the matters which are most topical today for Russian reinsurers and their foreign colleagues:

What is the company capacity and who protects it? Pool agreements. Practice of determining the reliability of partners
Problems of a regional insurance market in the crisis environment. The role of reinsurance in dealing with the problems
Legal problems in the light of law-enforcement practice. Cases in precedent. Types of insurance products
Agricultural risks. Underwriting and reinsurance
Reinsurance of obligations under government contracts (legislative problems, capacity). Market regulations. Insurance guarantees on the international market
Piracy in XXI century. Insurance and reinsurance of risks arising out of pirates' attacks (hull insurance policies, freight risks, P&I, crews' lives and health, possible accumulation of risks)
The institution of leadership in reinsurance. Parties' interaction in adjusting losses
The broker's obligations in providing reinsurance. The international broker's experience
CMR insurance and reinsurance with obligatory and facultative coverage, including the liability coverage
Documentation and taxation of reinsurance operations
